Electricity Charging Policy in Residential College No.1

To implement the requirements of the development of green residential college, promote standardization and institutionalization of energy conservation, this implementation plan is hereby formulated in combination with the actual situation of Residential College no.1.

1.Method of Charging Electricity

Students enrolled on International Campus of Zhejiang University and personnel who resides in Residential College temporarily and rents the room by month, are provided with free electricity allowance for dormitories and common area. The electricity usage exceeding the allowance is charged. The free allowance is deployed by academic year or by month and valid for current period. Excessive part of dormitory electricity consumption shall be covered by residential students. When electricity consumption of common areas exceeds the quota for the first time, the unit will receive a warning. For second time, all unit members shall split the excessive charge.

a）The free allowance for dormitory is 400 kW·h per resident per academic year.

b）To avoid the occupancy rate difference among units of same type resulting in power consumption difference, the free allowance for common area is provided only when unit occupancy rate reaches 50% and more. The free allowance for common area is determined based on seasons and space of units. Summer-winter months consist of September, December, January, February, March and June while Spring-fall months consist of October, November, April and May. The details are listed in the following table.

c) There is no free allowance for dormitory and common area in summer or winter vacation.

d) For personnel who resides in Residential College temporarily and rents the room by day, the accommodation fee includes the electricity fee in dormitory and common area.

2. Deployment of Free Allowance

a) Single Dormitory   The free allowance for dormitory is deployed at the beginning of each academic year. The electricity meter uses the free allowance with priority.

b) Common Area  The free allowance for common area is deployed on 15th of every month. The electricity meter uses the free allowance with priority. The electricity usage is published every half month. There will be a warning when electricity balance is lower than 10%.

3. Method of Payment

Payment can be conducted through WeChat Official Account (bdfairy). The system will detect if the balance reaches zero at 6:00 every morning. If the balance reaches zero, power in dormitories will be cut off automatically. When the balance is charged, the power will come back immediately.

4. Electricity Price

The electricity price is 0.538 RMB/kW·h according to Notice of Charging Standard in Zhejiang University [2007] No.9 (Supplement). Based on 0.538 yuan / kW · h, two charging gradients, 0.161 yuan / kW · H (30% * 0.538) and 0.377 yuan / kW · H (70 * 0.538), are settled to encourage students to save energy and to build a green life mode.
