The International Campus Faculty Congress is the fundamental democratic platform for enabling the faculty and staff to participate in Campus governance and oversight as required by national law. It is a milestone for democratic management of the Campus. The election of representatives forms the basis for the Faculty Congress. The process for electing representatives is formulated in accordance with the relevant documents of Zhejiang University as well as the actual situation on the International Campus.
I. The number of delegates and the composition of the delegation
1. According to the relevant regulations of ZJU, and approved by ZJU’s Labor Association, the number of delegates for the 1st International Congress is determined to be 44.
2. The representatives are elected democratically from ZJE, ZJUI, ZIBS, the administrative offices, and the Residential College.
3. According to the actual situation on the campus, three delegations are formed, with one leader and deputy leaders (no fixed number) in each. (Appendix: Allocation of representatives for each electoral unit)
II. Who can be a representative of the ICFC?
Representatives should be full-time faculty and staff members and:
(1)recognize China’s politics and the leadership of the CPC; have a good moral character;
(2)care about the development of the Campus and have a strong sense of justice and responsibility;
(3)have a strong sense of democracy;
(4)keep in close touch with other faculty and staff members, and reflect and represent their opinions;
(5)actively participate in the activities of the ICFC.
III. How are the representatives of the ICFC generated?
1. The representatives are elected by competitive election in each electoral unit.
(1) Each electoral unit organizes faculty and staff discussions and negotiations in keeping with the number of representatives allocated by the Preparatory Committee of the ICFC and relevant requirements. Each electoral unit determines the shortlist of candidates based on the opinions of the majority of faculty and staff members.
(2) The number of candidates should be a proportion of not less than 110% of the representatives to be elected. The candidate list to be reported to the Preparatory Committee (tel: 87572104) after being determined in the electoral unit.
(3) After the candidates have been approved by the Preparatory Committee, each electoral unit holds a faculty and staff meeting to elect the representatives in a democratic and anonymous voting process.
(4) After the election, the electoral unit fills in the roster of representatives with the official seal and submits the hard copy to the Preparatory Committee before June 1.
(5) The delegation holds a meeting and selects the leader and deputy leader.
